Jessie Saintcyr is a native of Massachusetts and of Haitian descent. She is the third of ten children and daughter to Angeline Saintcyr and the late Servius Saintcyr.
Ms. Saintcyr is a human resources leader and employment attorney, leveraging her legal background and broad experience to position employers to meet business needs through talent while effectively managing and mitigating associated risks.
Ms. Saintcyr joined MassDOT in July, 2015, as the Chief Administrative Officer and Assistant Secretary of Human Resources for the MassDOT and the MBTA. Before joining MassDOT/MBTA, Jessie served as Deputy Treasurer of the Commonwealth. Prior to her state government experience, Jessie worked in various industries serving in compliance, legal, and human resource roles.
Ms. Saintcyr serves on various boards including as Board of Director of Freedom House. She was recently awarded Gordon's Young Alumnus Award for her Masterful Application of Administrative Knowledge to Policy Sectors in 2017. She is a member of Jubilee Christian Church, where she helps oversee the Boston Diaconate Body and previously engaged in the music ministry.
Ms. Saintcyr earned her Juris Doctor from the Thurgood Marshall School of Law at the Texas Southern University in Houston, Texas. She is a member of the Massachusetts Bar Association. She is a 2002 graduate of Gordon College.
